NuArt Consultant: Designer of the IKN Garuda Palace and Basic Design of the Presidential Complex
NuArt Consultant is the design studio entrusted with developing the basic design for the State Palace and the Presidential Complex in Indonesia’s new capital, Nusantara. Under the leadership of its founder, Nyoman Nuarta, the design embodies the spirit of Garuda Pancasila — a national symbol reimagined through monumental architecture.
The Garuda concept was chosen not merely for its form but as a manifestation of Indonesia’s core values — unity, diversity, and progress. The design process underwent multiple revisions and inter-ministerial discussions to ensure sustainability, safety, and spatial integration.
The Garuda-shaped State Palace at IKN is the winning design by NuArt Consultant from the national design competition for the new government center. It began with a vision to translate the national emblem into a modern, efficient architectural form rooted in Indonesian values. After seven rounds of revisions and adjustments, the final design was established as the basic design reference for the Presidential Palace and complex.
Throughout the process, NuArt Consultant served as the principal designer in the conceptual and basic design stages, collaborating with government agencies and technical consultants. The Garuda form soaring above the palace symbolizes the nation’s protection of its people, while the ground-level layout is designed as an open and green public space.
Modern construction technologies and green building principles were integrated into the vision. While construction involved multiple contractors and sub-consultants, the essence and philosophy of the project remained grounded in NuArt Consultant’s original design intent.
Since its groundbreaking to completion in October 2024, the Garuda Palace has become a symbol of Indonesia’s emerging architectural identity — a collaboration between art, culture, and technology.
